Již od 90. let minulého století sledujeme s obavami
návrhy nejrůznějších developerských firem na zástavbu pozemků situovaných mezi ulicemi Počernickou,
Nad Úžlabinou a Plaňanskou, které jsou ve vlastnictví hlavního města Prahy a
svěřeny městské části Praha 10. Posledním z návrhů je projekt společnosti
České nemovitosti a. s., podle kterého mají být na malém území o velikosti
Územní rozvoj Prahy postrádá rozumnou koncepci, probíhá zcela chaoticky
a za zády jejích obyvatel. Nejvýraznějším znakem tohoto vývoje je zatěžování
území předimenzovanými stavbami a zaplňování Prahy nejrůznějšími kancelářskými
plochami a polyfunkčními centry, kterých je již dnes v Praze nadbytek a
které nikdo nepotřebuje. Příkladem mohou být prodejny a restaurace v centrech
Astra Malešice a Oáza Malešice, velkoprodejny Delvita Malešice a Albert
Strašnice a nedaleké hypermarkety Tesco Skalka, Lidl Hrdlořezy, Lidl Vršovice, Plus
Jarov, Obchodní centrum Eden s hypermarketem Tesco a Obchodní centrum Flóra,
jejichž využití je většinou nízké, a dále nevyužité kancelářské prostory v Klimacentru
Malešice, novém bytovém domě Městské části Praha 10 naproti a nedalekých
budovách Strojimportu a komplexu Červený dvůr.
Budovy tzv. Centra Malešice by měly být přímo nalepeny na okolních
budovách pensionu, polikliniky a bytových domů v ulici Nad Úžlabinou a
všechny domy v okolí by měly značně přečnívat, většinu z nich mnohonásobně.
Výstavba velkokapacitních garáží v centrech sídelních jednotek je
sama o sobě nerozumná, neboť zatěžuje tato centra nadměrným a zbytečným
provozem. V daném případě 960 podzemních parkovacích stání dále dopravně
zatíží Počernickou ulici, která je ve špičkách přeplněna již dnes. Výjezd
z garáží je plánován na Počernickou ulici přímo proti ulici Cerhenické,
která do ní ústí a která vede k Malešickému parku, na jehož okraji je
umístěna budova základní školy a gymnázia.
Průvodním jevem neuvážené výstavby je pokračující zábor zeleně, které ve velkých městech
není nikdy dost. Místo rozumného rozvoje, který by potřebu zeleně a parků
respektoval a počítal s jejich rozšiřováním, jsme svědky jejich
soustavného úbytku a realizace předimenzovaných staveb na malém prostoru spojených
s účelovými změnami územního plánu. Takový postup je příznačný zejména pro Prahu
10, na jejímž území byly provedeny nejhorší účelové úpravy územního plánu a
postaveny nejhorší stavby v hlavním městě Praze. Jasným toho příkladem jsou
hotel Don Giovanni, již zmíněné Obchodní centrum Eden a hypermarket Tesco
Skalka a úprava územního plánu ze sportovní plochy a administrativu pro Orco Group – budovu
Svobodné Evropy aj. Podstata problému spočívá v tzv. dílčích úpravách
územního plánu, které se provádějí svévolně a bez přihlížení k širším
souvislostem. Tímto způsobem se dá v podstatě vše úplně změnit a lokálně
zcela zdevastovat. Pojďme takovému vývoji společně zabránit. V opačném
případě se z celé Prahy 10 stane jen páchnoucí ghetto a terč nájezdů vandalů,
což lze ve zvýšené míře pozorovat už nyní. Vandalismus je odrazem vzrůstající
frustrace obyvatelstva Prahy 10, zejména jeho citlivější části – mládeže, ze
stále se zhoršujícího se životního prostředí a rostoucí ošklivosti města jako
produktu neuvážené politiky hlavního města Prahy, zejména v oblasti
územního plánování.
Chceme, aby daný prostor, který je přirozeným centrem Malešic, sloužil
především občanům Malešic a dalším Pražanům.
Malešice, i celá Praha 10, jsou jednou z ekologicky nejzatíženějších
částí Prahy. Na jejich
území se nacházejí četné průmyslové podniky včetně Teplárny Malešice a Spalovny
Malešice. Vliv těchto podniků je patrný zejména v době zhoršených
rozptylových podmínek. Měřící stanice na konci Počernické ulice udává
v zimním období vždy nejvyšší hodnoty škodlivin. V takové lokalitě by
měl být prvořadým záměrem rozvoj zeleně. Skutečný vývoj je však opačný.
Zelených ploch v této oblasti rychle ubývá. Výstavba nového sídliště
Palouk v nedalekých Strašnicích a výstavba bytových domů na konci
Počernické ulice a na dosud volném prostranství nad Malešickým parkem (tzv.
Malešická stráň) jsou toho dokladem. Realizace daného projektu by znamenala
pokračování tohoto trendu. Parky Malešický a V Úžlabině (vedle hotelu Rhea)
jsou rozměrově malé a jako protiváha zvýšené ekologické zátěže nestačí. Hustota
silničního provozu na Počernické ulici, která je příjezdovou komunikací
k pozemku, během několika posledních let prudce vzrostla a tento trend
stále pokračuje. Je logické, že zvyšovat již tak velkou zátěž přilehlého území
o další byty by bylo ke škodě nejen všech stávajících obyvatel Malešic, ale i
obyvatel příchozích do bytů v budovách tzv. Centra Malešice, které mají
být dle daného kontroversního projektu postaveny. Za takové situace lze
v této lokalitě předpokládat prudký nárůst migrace, neboť nově příchozí
obyvatelé brzy zjistí, že bydlení zde není příjemné, a po krátké době se opět
odstěhují. Rychlá výměna obyvatelstva vzápětí povede k prudkému zvýšení
kriminality v celé lokalitě.
Obyvatelé Malešic potřebují veřejné prostranství a kulturní a společenské centrum, kde by se setkávali, komunikovali a bavili se.
Kulturně společenská centra je třeba promyšleně vytvářet a cílevědomě
kultivovat, tak aby byla opravdovou základnou rozvoje občanské společnosti a
nikoliv jen místem bezvýchodného a ubíjejícího konsumu.
Současně je třeba dbát na výsadbu nových stromů a keřů a zlepšování
kvality ovzduší také dalšími
prostředky, na příklad zaváděním vodních prvků do měst a sídlišť (fontán,
potůčků apod.), které příznivě zvlhčují vzduch, aj.
Takové požadavky projekt tzv. Centra Malešice rozhodně nesplňuje. Veřejné prostranství by bylo realizací
projektu zničeno a všudypřítomné polyfunkční centrum by v něm kulturně a
společensky působilo spíše odpudivě. Hlavním životním cílem obyvatel Malešic by
se tak stala snaha z Malešic odjet, kdykoliv jen by to bylo možné,
popřípadě se odtud odstěhovat vůbec. Prodejen, hotelů, restaurací, vináren a různých
provozních a kancelářských ploch, které jsou součástí projektu a které mají
údajně rozšířit nabídku služeb, je, jak již zmíněno výše, v Malešicích i v okolí
nadbytek.
Žádáme představitele zodpovědných ministerstev, Magistrátu hlavního
města Prahy a městské části Prahy 10, aby:
1. zabránili chaotickému rozvoji Praha 10 podřízenému
sobeckým zájmům velkých developerských firem, které neberou ohledy na skutečné
potřeby města a jeho obyvatel a zasadili se, aby k takovým účelům nebyl
rozprodáván obecní majetek;
2. v územním plánování přestali
s diskriminací Prahy
3. provedli zpětnou změnu územního plánu daného
pozemku na původní stupeň hodnoty zástavby „G3“ a zasadili se o jeho využití pro
klasické náměstí, na příklad podle vzoru nám. Jiřího z Poděbrad nebo
náměstí Míru, tak aby se dané prostranství stalo hodnotným reprezentativním
centrem a sloužilo jako prostor pro kulturu a setkávání lidí;
4. nepřipustili zástavbu přirozeného centra
Malešic předimenzovanou stavbou, která by měla ničivý dopad pro celé sídliště;
5. nepřipustili budování rozsáhlých podzemních
garáží v centru Malešic. Nechť se takové stavby projektují na okrajích
měst, nikoliv v jejich centrech;
6. se zasadili, aby na Prahu
7. připravili a veřejně projednali takový
projekt pro dané území Malešic, který by počítal s jeho společensko-kulturním
využitím při zachování veřejného
prostranství;
8. veškeré návrhy změn územního plánu byly vždy nejprve
projednány veřejně. O závažných změnách nechť nejprve rozhodne místní referendum.
Současně apelujeme na prezidenta ČR, poslance Parlamentu, ministra pro místní
rozvoj, ministra životního prostředí, ministra kultury a další instituce, aby
podpořili snahy o přiměřený a kvalitní rozvoj Prahy
